How to use Fire Pole in Sims Play

This task is quite tricky as you need to find a neighbor that has a fire pole installed on a (min) 2-storey house. It should look like the one on the photo below.

I did not have neighbors  with this so I just had to "skip" this task and pay (I think 5 lifestyle points) :(
